What are we looking for?

DPS has an excellent opportunity for an experience Facilities System Engineer (Clean Utilities) to work with a Biopharmaceutical client in Singapore. This position is to support and ensure that the clean utilities equipment and automation are constructed in accordance with the detailed design and that GMP qualification is achieved. This will also include ensuring the design meets the requirements of Manufacturing, Quality and Engineering groups. In additional, this is an active leadership role in Start-up, Commissioning and Qualification phase of the project.


The Facilities System Engineer (Clean Utilities) will be reporting to the Facilities & Utility Manager. The Candidate required to demonstrate experience in equipment design such as instrument air, process air, special gasses (oxygen, carbon dioxide, Nitrogen), RO, WFI, clean steam system.


This position will be expected to work in our client’s site across Singapore Island.


Job Scope:

· Provide technical leadership and working with full range of Biotech project phase execution including all design phases (conceptual design, basic design, detailed design), construction support, commissioning and qualification

· Work with project managers to complete design and engineering projects within schedule, budget and quality constraints

· Review of engineering specifications and drawings, review of Utilities engineering documents for equipment/systems such as: instrument air, process air, special gasses (oxygen, carbon dioxide, Nitrogen), RO, WFI, clean steam systems. etc.

· Support development/review of commissioning and qualification documents to ensure the installed equipment and system can be qualified

· Managing/ Work with design and construction management firms, together with Takeda process engineers to complete following tasks within schedule;

o Complete the design, procurement of new equipments.

o Managing inspection and Factory Acceptance Testing (FAT) of all process equipments

o Site installation of new equipments upon delivery

o Review of turnover binders from the various relevant contractors

o Support or Execution of Design Qualification

o Complete the design, procurement of new equipments

· Provide guidance and leadership to colleagues in technical aspects, thoroughness and detail oriented in ensuring fulfilment of project deliverables of team

· Drive project teams and suppliers to ensure execution against commitments and Coordinate the work of consultants, architects and engineering firms for effective project delivery

· Identify potential risks as and when and propose mitigation measures. Escalate risks and proposed mitigations to project sponsor and Steering Committee on a regular basis

· Ensure adherence to standards and good engineering practices

· Performs other related duties as assigned by management

· Responsibility to adhere to any applicable EHS requirements

· Commitment to a fair and respectful relationship to others and behaviour in accordance with Code of Conduct

· Any other duties as assigned by supervisor


Job Requirements:

· An Engineering Degree or Diploma with 5-7 years of relevant experience in GMP Utilities Operation, biotech-pharmaceutical industry, ideally with project execution role. In-depth working knowledge of Microsoft Project and Primavera

· Strong technical and safety knowledge and experience in Utilities or Facilities Management

· Ability to build and maintain collaborative relationships between teams, departments and business units

· Ability to organize, prioritize work in the face of shifting demands and tight deadlines

· Led projects as technical lead(s) for mid to large projects involving multiple process units with a significant degree of complexity

· Experienced with Utilities operations and Demonstrated experience in equipment design such as instrument air, process air, special gasses (oxygen, carbon dioxide, Nitrogen), RO, WFI, clean steam systems

· Key Skills and Competencies:

o Strong leadership, teamwork, and communication skills

o Good Utilities Operation knowledge in black and clean Utilities system

o Strong equipment troubleshooting and root cause analysis skills

o Good organizational and technical writing skills

o A team player with good co-workers and stakeholders management and good interpersonal skills
