Job Description


  • Responsible for Singapore Rep Office HR overall function and execution
  • Require to provide HR solution to Singapore Rep Office, and lead solution execution
  • Require to identify pain points throughout Organization, talent, incentive, working environment building and HR operation
  • Work as business partner to figure out business need and help to build business success
  • Require to provide HR plan according to business plan. Require to identify key position talent gap. Work out HR process with high quality talent supplement and management solution to enhance talent capability
  • Require to inherit Core value of the company
  • Require to build healthy, energetic organization environment
  • Require to response the incident and prepare backup plan

a) Strategic Leadership

  • Spearhead, develop and drive the delivery of effective HR strategies and work plans aligned with the institution’s strategic priorities
  • Work closely with internal and external stakeholders with a view to deliver better value to both staff and patients
  • Provide HR expertise and counsel to the Heads/Chiefs of the various units/ departments/ functions within the institution
  • As part of the Senior Management team, drive for more efficient operations and innovations aimed at transforming model of care
  • Anticipate opportunities and challenges for the organisation and department amidst the evolving healthcare landscape
  • Advise CEO on HR issues (internal and external) that may impact the performance of the organisation

b) Operational Leadership

  • Responsible for full spectrum of HR functions and championing of best HR practices; keep abreast of existing and new legislations and ensure compliance to regulatory requirements
  • Lead the HR team to engage, provide and facilitate HR solutions to the line managers
  • Provide key HR responsibility and manpower planning in ongoing and upcoming developments
  • Identify, research and critically analyse feasibility studies related to HR matters
  • Review and approve the annual manpower and training budget for submission to CEO and assume overall responsibility for implementation and administration of the approved budget. Ensure staff training & development needs are identified and prioritised to maximise staff potential towards meeting staffing requirements
  • Review and oversee talent management and succession planning framework for business continuity
  • Identify, monitor and review HR compensation systems to ensure internal equity and external competitiveness

c) People Leadership

  • Provide leadership, guidance and motivation to the team to perform to the best of their abilities
  • Build HR expertise within the team to achieve high levels of professionalism
  • Coach, mentor and develop the team to ensure continuity
  • Actively partner Union to promote a harmonious Union-Management relationship
  • Leverage on strong Union relationship to drive and facilitate change management
  • Review and develop effective staff engagement and relations programmes


  • Minimum Degree in Human Resource/Social Sciences related field and preferably a MBA in HRM or equivalent
  • Minimum 15-20 years of working experience in human resource functions in a large organisation or MNC with good HR practices and programs, of which at least 10 years were spent in a senior management role
  • Healthcare background will be an advantage
  • Forward looking, positive-minded, results oriented and energetic individual who is meticulous and able to work in a complex and dynamic environment
  • Takes initiative and possesses systems thinking mindset
  • Strong leadership, planning, organising and implementation skills
  • Possess the drive and strength to carry out the implementation of policies and plan
  • Excellent written and verbal communication skills; able to communicate effectively across all levels
