The Role Responsibilities

The role of the Resourcing Relationship Manager (RRM) is to design and deliver a Resourcing strategy for SC Ventures, in line with global strategy but also considering the entity requirements in each location.

They will need to help create and maintain ‘SCV The Brand’ – helping the rest the bank and the outside market to understand what SCV stands for, how it is an enabler of the future and a place of choice to work.

They will need to work in close partnership with SC Ventures Management teams, Venture stakeholders and Head of HR to understand demand and ensure appropriate delivery in the whole of the SCV ecosystem, including the core team, functions and ventures.

They will need to create appropriate talent pipelines, ensuring we are planful in our hiring, focus on diversity & inclusion, with balanced assessments and operating at the pace of SCV.

They will manage a team of recruiters to deliver all Band 4-10 hiring in the Function and partner closely with Senior hiring, NEW and Early Careers teams to ensure all hiring needs are clearly articulated and delivered in line with the agreed standards.

They will drive excellence in service delivery, putting employee experience at the heart of what they do and ensuring business stakeholder satisfaction with the overall hiring process and quality of candidates.

Whilst much of the hiring will be done for Singapore, there will be requirement to partner with other Resourcing teams around the world to deliver hiring in other locations, but remain accountable for ensuring needs are met


In partnership with the Head of HR (HoHR), define the short & medium term Resourcing needs of the business and put plans into place to manage these which are aligned to the global Resourcing Strategy

Generate a robust plan of hiring demand across SC Ventures and ensure that resource requirements in place to deliver these or activity prioritised in agreement with stakeholders.

Overall accountable for delivering all hires into SC Ventures and build/manage a team taking responsibility to deliver Band 4-10 hiring.

Build strong partnerships with Senior hiring, NEW and Early Careers teams to ensure they have all the required information/data to deliver hiring they manage, ensuring all hiring is delivered in line with expectations.

Build partnerships and work closely with end to end CoE teams in Singapore, Bangalore and other country locations, in relation to compliance standards and delivery of end to end resourcing e.g. Staff Screening, On-boarding.

Conduct and share external market analysis to obtain relevant market intelligence which will enable the better identification of talent.

Feedback on effectiveness of global Resourcing Centre of Excellence (CoE) products and processes, as well as contributing to Global Resourcing strategy.

Member of the Global Resourcing Relationship Manager community driving consistency and continuous improvement across Resourcing globally

Keep a focus on alignment to the overall Operating Model, setting the foundations to pivot towards this at the correct time.


Feed demand plans to delivery all hiring teams in a timely fashion to enable efficient resource planning and challenge stakeholders on requirements and phasing of hiring as required.

Manage and monitor the quality of resourcing delivery and address performance as required if part of the direct team of work with the Head of other teams to resolve any issues that arise.

Provide resourcing performance analysis and drive continuous improvement in resourcing services using data and reporting to offer insights to relevant stakeholders.

Demonstrate deep understanding of business environment and strategy in order to effectively articulate challenges and opportunities to Resourcing teams.

Act as an escalation point for delivery failures and partner with the business and respective Resourcing teams to implement rapid resolution plans.


Inspire a focus on quality improvement at all times, looking internally and externally for best practice.

Close analysis of data to understand service delivery challenges; work collaboratively to resolve these through drawing together all relevant stakeholders.

Work in partnership with the business to remove any obstacles to delivery.

Manage/partner with Resourcing teams and HRBPs to ensure roll-out of world class processes and tools to support resourcing excellence as well as embedding new processes and ways of working.

People and Talent

Lead and manage a team based in Singapore to deliver all Band 4-10 hiring across the SC Ventures footprint

Contribute to discussions regarding succession planning and internal hiring, as well as impact this will have on hiring decisions / strategy.

Mentor and coach direct reports, ensuring there is an embedded culture of appropriate reward and development

Ensure direct reports have the appropriate skills and tools to be able to provide an effective partnership to the business and other Resourcing teams as required.

Set appropriate tone and expectations with team and work in collaboration with partners

Set and monitor job descriptions and objectives for direct reports and provide feedback and reward in line with performance against responsibilities and objectives

Create and maintain a culture of open communication at all levels which subsequently filters through to excellent customer engagement in line with the Resourcing and People Strategy.

Risk Management & Governance

Accountable for ensuring all end to end Resourcing processes are followed in line with policy to mitigate any risk exposure

Accountable for resourcing-related risks in the SC Ventures Business.

Demonstrate a deep understanding of operational risks in areas of responsibility

Proactive risk management; remain vigilant in identifying and managing forward-looking risks, flagging potential problems to relevant stakeholders in advance of issues arising.

Act to minimise operational loss and audit failures and take proactive measures to respond to issues once they have arisen.

Drive a culture of continuous improvement, learning from past failures to ensure constant control and governance awareness and prevent reoccurrences.

Ensuring all reporting and metrics are delivered to pre-agreed standards

10 + year of recruiting and management experience

The individual is likely to have first degree level education

Deep resourcing experience, gained at senior levels across a complex, multinational environment

Personal authority & ability to establish relationships and influence at senior levels within an organisation

Commercial awareness & sharp business acumen

Excellent interpersonal & communication skills; multi-cultural awareness & sensitivity

Proven experience in resolving service issues to mutual satisfaction
