Primary Objective

Lead and manage a team of Infra related specialists and to serve as a custodian on behalf of Singapore Operations to advise, plan, implement, maintain, support (and retire/refresh where required) all locally hosted (On premise, Cloud) Infrastructure needed to run the bank and support key bank initiatives. The scope of coverage ranging from hardware, storage/SAN, OS administration including VMware virtualization Infra, DB administration, Middleware administration, backup and archiving, AD/LDAP domain, administration, DNS, Data center operations, Desktop support, MDM/BYOB, SCCM, Linux patch mgr., and System monitoring. For AWS Cloud Infra to work closely with AWS Cloud team to ensure Infra standards are aligned. Tasked to co-lead cross IT initiatives related to system monitoring and system uptime together with Section head of IT Governance and service continuity.

  • Oversee IT operations and performance of IT systems to ensure operational effectiveness and efficiency – Infrastructure related.
  • Oversee new application/systems development/platform acquisitions to meet evolving Singapore Operation’s needs – Infrastructure related.
  • Ensure IT is operated in a manner that complies with Bank Policies and frameworks, standards, circulars, guidelines and MAS regulated act, notices, circulars, and guidelines applicable to technology (Compliance, Audit, Risk Adherence). – Infrastructure related.
  • Ensure IT assets are protected and secure – Infrastructure related.
  • Oversee the annual budgeting and then effective usage and spend within budget the Capital and Operational expenditures related to technology - Applications related
  • Be a key stakeholder and technology partner on the bank Digital journey. – Infrastructure related.
  • Build a strong and competent technology team. – Infrastructure related.
  • Foster and champion bank PRIDE values within the technology department and imbue the department with a culture of teamwork, innovation, discipline, resiliency and dedication to how work is approached. – Infrastructure related.
  • Manage Data center operations team
  • Manage Open System Engineers focused on Infra components
  • Manage Desktop Engineers focused on providing both on-site and remote support of endpoints.
  • Manage test environments to ensure business can do their enhancements and new projects testing – Infrastructure related.

Key Responsibilities

Strategy, Planning, Mgmt. Reporting

  • Provide expert advice and support to the Head of Technology and Operations, Head of Technology and other Singapore Operations Department heads in relation to the Branch’s IT strategy and operational functions – infrastructure related.
  • Formulate a comprehensive Branch IT strategy covering IT policies and procedures, security, architecture, business solutions and operational functional requirements – Infrastructure related.
  • Keep abreast of developments and innovations in the FI IT landscape – Infrastructure related.
  • Provide mentorship, support and guidance to subordinates, share information and facilitate problem solving – Infrastructure related.
  • Ensure staffing is maintained at level required and that staff are trained in skills needed to complete their job and have a career plan clearly outlined and communicated per Bank PA assessment related processes. Arrange training where necessary to fill out gaps in training due to turnover or new areas of knowledge. – Infrastructure related.
  • Co-ordinate the yearly budgeting for IT expenditures and investments. – Infrastructure related.
  • Co-ordinate, compile and table Mgmt. reports to update on IT status (SG ITSC, RIMC, SRC, SG MANCO) – Infrastructure related.

IT Operations

  • Oversee performance monitoring of systems to ensure outstanding operational effectiveness at low operating costs – Infrastructure related.
  • Ensure prompt and efficient provision of IT support – Infrastructure related.
  • Ensure prompt and efficient Helpdesk Support to end users
  • Setup and ensure backups running
  • Setup and ensure monitoring of IT assets
  • Run the DC operations
  • Oversee contingency plans and ensure their adequacy – Infrastructure related.
  • Ensure IT assets are protected and secure – Infrastructure related.
  • Ensure timely renewal of digital certificates and proper lodgment with IT security team.
  • Ensure IT operations run in a manner consistent with high score from audit, risk, compliance assessments. The following to be operationalized as standard procedure against all IT asset components – Infrastructure related.:Administrative Accounts
    Network Perimeter Defense
    Multi-factor Authentication
    Logging and Monitoring
    Capacity Mgmt.
    EOL/EOS Upgrades – Per group guidelines. Track and execute upgrades and/or do risk assessment and deviation approval.
    Housekeeping – scripted clean-ups and truncations of logs and temp files after necessary archives executed
    Backups – Required backup strategy per backup guidelines operationalized to central Backup Platform. Recurring scheduled backup validation activities scheduled and performed ongoing to ensure backups working per need.
  • Work with system stakeholders to ensure proper classification of system criticality and ensure design and architecture can meet the assessed criticality needs:MAS 644 defined Critical system – Ensure DR setup and working and can achieve RTO within 4 hours, RPO within 2 hours and maximum unplanned downtime of not more than 4 hours per rolling 12 months;
    MAS 644 defined non-critical system – Ensure HA/DR per stakeholder requirement.
  • BCM related activity planning and execution – Infrastructure related
  • Review and Approve/Reject production change requests as part of CAB committee
  • Cutover related planning and execution – Infrastructure related.
  • Ensure and maintain adequate test environments in good working order to support enhancements and new projects; – Infrastructure related.
  • Ensure the setup, integrity and ongoing improvements to the AWS Landing zone (work together with cloud team on golden images and sys admin) – Infrastructure related.
  • Track IT related spend against budget. – Infrastructure related.
  • Write Memos to authorize procurements – Infrastructure related.
  • Write Memos to get deviation approvals where required – Infrastructure related.
  • For those cross section operational issues triggered by Infrastructure related, Function as overall coordinator and lead across sections.

Application and Systems Development / New Platform Acquisition

  • Explore, evaluate and priorities investments in innovative technologies that generate ROI that exceed hurdle rates – Infrastructure related.
  • Oversee the implementation of new systems, including interfacing with end-users to understand needs – Infrastructure related.
  • Oversee the deployment and implementation of applications to run on Cloud for existing systems based on end-user needs and business rationale – Infrastructure related.
  • Write and table committee papers as required to get new systems and/or platforms, or major refreshes approved. – Infrastructure related.
  • Write Memos to authorize procurements – Infrastructure related.
  • Write Memos to get deviation approvals where required – Infrastructure related.
  • For those cross section initiatives triggered by Infrastructure related, Function as overall coordinator and lead across sections.

Regulatory and Procedural Expertise

Keep up to date and refreshed on required reading related to guiding how IT must be run in a regulated Financial institution. Minimum read list:

Other Responsibilities

  • Participate in daily Leads and Seniors Huddle, Bi-weekly Leads Meeting, and Monthly Technology Department meetings.
  • Conduct recurring team meeting.
  • Train team to use Department issue and work tracking platform. Lead by example in the usage.
  • Ensure team system manuals / standard operating procedures (SOP), operational manuals, and knowledge base maintained and kept up to date

Job Requirements:

  • Bachelor Degree / Masters in relevant fields with min. 10 years’ experience in managing Infrastructure IT teams in an established financial services institution based out of Singapore or Malaysia.
  • Experience in managing data center operations
  • Experience in managing desktop support team
  • Some experience and/or strong interest in AWS and Cloud technologies
  • Experience managing vendors
  • Experience in managing a team of Infra related specialists.
  • Strong domain knowledge in Open systems OS (Linux, Windows)
  • Selection of knowledge in DB system admin (Oracle, MS SQL Server, MySQL, Postgresql), Middleware system admin (Weblogic, JBoss, IBM MQ), Avamar data domain, VMWare vsphere, NSX, vSAN), AWS, DNS, Active Directory / LDAP Mgmt, System monitoring, MDM – Airwatch or Mobile Iron)
  • Strong project management, communication and documentation skills, well organized, customer focus and reliable
  • Ability to manage outsourcing SLA and relationships
  • Familiarity with AWS or other CSP cloud platforms
