Job Description


One of the Key Officers for the Town Council, as prescribed under the Town Councils Act.

Oversee the Finance Department and responsible for all financial aspect of the accounts of the Town Council.

Preparation of financial statements and management reports.

Statutory reporting and compliance.

Preparation and monitoring of budgets.

Monitoring of cash flow & fund investment.

Taxation computation and submission (Income Tax, GST and Property Tax).

Government Grants claim computation and submission.

Checking of accuracy of payments vouchers and adjustment journals.

Review on monthly reconciliation of accounts.

Liaise with payroll outsource service vendor on payroll matters for the direct staff of the Town Council.

Supporting manager for the Finance Committee and the Audit Committee of the Town Council.

Oversee the finance & admin Section.

Any other matter assigned by GM of Town Council.


Bachelor Degree in Accountancy / ACCA / CPA.

8 years of relevant accounting experience, full-set of accounts.

Preferably with experience in managing town council accounts would be highly advantageous.

Familiar with accounting software.

Good interpersonal and leadership skills.

Good communication skills.

Meticulous, responsible.
