Job Description

Job Purpose 

To work closely with Senior Management on various transformation projects involving manpower development. 

Responsible for driving key initiatives in:

a) Talent Management - To design programmes to facilitate the identification and management of talent in the organisation.

b) Organisational Learning – to support new learning by staff in light of changes to operating domain and external environment in keeping staff's skills current and relevant

c) Leadership Development - To develop leadership to meet organisational needs

Key Responsibilities

1) Talent Management

 Assess present workforce profiles and capacities to meet organisational needs

 To drive re-designing of job roles and re-skilling of workforce to meet changing sector needs

 Develop talent identification matrix

 Plan and implement talent management programmes (initiatives and reviews) for various key jobs families; and staff levels (new hires; supervisors, managers)

 Encourage certification, upgrading and clinical attachments (In-service Sponsorship, Community Care Manpower Development); leveraging on various government agency development and training initiatives

 Develop mentoring framework to for key professionals and groups (e.g. new supervisors, managers)

2) Leadership Development

 Plan leadership development programmes with training providers, including in-house training provider

 Implement succession plans by working with Senior Management to identify and groom individuals to take over mission-critical roles and pivotal positions within the organisation.

 Report HR Development indicators and recommend interventions to Management

Qualifications and Experience

 Degree in Human Resource Management or equivalent, with 8 years experience in talent identification and management

 Additional post-graduate qualifications in Learning and Development is an advantage

 Prior experience in healthcare, public service and social service sectors is an advantage

 Proven experience in developing and implementing frameworks for talent management and / or talent development is an advantage

 Good interpersonal skills to engage multiple stakeholders

 Strong analytical and problem-solving skills

 Ability to display good listening skills and to communicate with all levels of employees with empathy
