Job Description

Asst Manager / Manager / Senior Manager (Tech), Data Innovation & Protection Group 
 
We would like to invite independent and self-motivated individual who has keen interest in contributing to the growth of a trusted environment and consumer confidence for Singapore’s data economy and enhance Singapore’s international standing as a trusted data hub to join the Data Innovation & Protection Group.
 
The individual is required to assist with ICT system reviews for enforcement of the Personal Data Protection Act (PDPA) as well as formulate technology-related policy positions to support the PDPA. The latter includes assessing emerging technologies and potential data protection concerns, developing technology guidance for organisations to facilitate compliance with the PDPA and ensure a robust, forward-looking data protection regime that safeguards individuals’ interests while enabling legitimate and innovative uses of data and emerging technologies. 
 
Responsibilities: 
  • Undertake research and studies on emerging technology trends and developments, key local and overseas developments and good practices/concerns relating to technology-related data and the protection of personal data which may have policy implications on Singapore’s data strategies and data protection framework. 
  • Formulate, review and update technology-related policy positions, frameworks, advisory guides, strategies and other related resources relating to data innovation and the protection of personal data. 
  • Plan and conduct consultations with key stakeholders (public, industry, government agencies) on technology-related policy positions and address stakeholders’ feedback in the review and formulation of these policies.
  • Provide technology-related policy positions for PDPC’s guidance to the industry, Government agencies, investigation cases, public and media queries. 
  • Conduct ICT security review and assessment, and provide technical consultancy to support PDPC’s data breach investigations and prosecution of non-compliance to the PDPA
  • Provide expert opinion in intra-agency and inter-agency development of ICT security guidelines, publications, and training material pertaining to the personal data protection 
  • Collaborate with foreign data protection authorities (DPAs) or relevant government/public agencies on matters relating to technology-related data protection policies. 
Requirements: 
 
(A) Academic
  • Background in relevant technical, law and/or public policy disciplines such as Engineering, Computer Science, Economics, Political Science, Public Administration or Law.
  • Professional certification in data forensics, data analytics, data protection, cybersecurity will be an advantage Professional certification in data forensics, data analytics, data protection, cybersecurity will be an advantage
 
(B) Experience
  • At least 3 to 7 years of experience in public policy making, policies in global IT firms and/or IT governance roles in global IT firms. Regulatory or legislative development experience in the government will be an added advantage.
  • Good understanding of local and international standards on data protection technologies, information security and digital forensics
  • Good understanding of emerging and data-related technologies e.g. Ad-tech, Artificial Intelligence, Data analytics, IoT and Blockchain etc.
  • Experience in development or deployment of emerging and data-related technology applications, e.g. Ad-tech, Artificial Intelligence, Data analytics, IoT and Blockchain would be an advantage.
  • Some experience and understanding of international laws and diplomacy would be advantageous.

  • Strong analytical skills with ability to pick up general knowledge of new technologies
  • Excellent writing and communication skills, ability to write clearly and concisely.
  • Ability to work independently and as a team player.

Position will commensurate with experience.
