Center Director – China (Deputy Director)

Responsibilities
• Responsible for IMDA’s on the ground operations and engagement in the whole of China. Based out of Beijing, the scope of the office is to maintain a presence in the capital to support IMDA’s engagements with Chinese companies, interface with other Singapore agencies on the ground and deepen relations with our counterparts in central and other key cities (e.g. MIIT, CAC, etc and in Chongqing, Shenzhen).
• The objective is to continue to deepen bi-lateral co-operation and partnerships to ensure that Singapore is well positioned to capitalise and ride on China’s growth in digitalisation sectors, as well as play a central role in digital and trade connectivity as the gateway to ASEAN.
• Help to oversee IMDA’s engagements in China:
o China’s Belt and Road initiative – strengthen trade and digital connectivity between China and Singapore and ASEAN.
o Deepen G2G engagements to foster thought leadership and exchange in policies covering cross border data flow, digital utilities, critical emerging technologies etc
o Enable partnerships and collaborations between Singapore and Chinese companies in China and Singapore, and through Singapore to ASEAN.
• Set up and oversee operations in Chongqing to support IMDA’s involvement in Chongqing Connectivity Initiative (CCI) ICT pillar (one local staff) and in the near future in Shenzhen to support IMDA’s lead in the Singapore-China (Shenzhen) Smart City Initiative.

Requirements
• Background in Computer Science, IEEE or Business Administration
• At least 10 years in ICT sector with business development and project management experience
• At least 2 years experience working in China with the ability to speak, read and write Chinese proficiently
• Led a team before and preferably have experience working with teams based overseas
• Experience in Public Sector an advantage
• Astute and ability to discern motives and motivation
• Able to engage senior stakeholders (Government and Private Sector)
• Strong Negotiation skills
• Have a good understanding of technical, business and policy issues
